Caveat

We have to separate operational requirements where the decision of one (the commander) is ultimate due to time sensitivity and in case of failure, the failure is attributable to one person's decisions and that is the "risk" we as a society have to accept because the alternative (too many cooks spoil the broth)  is just not acceptable to society in operational matters. So society takes the risks  (of being wrong or par below optimal at times) associated with it.

But most other decisions where operational necessity does not force us otherwise, there, we need discussion, debate and fierce clash of ideas (marketplace of ideas)  for the best ideas or truth to emerge. All I say is, do NOT treat it as an operational emergency and leave decisions for one man.

No man, however competent, can have the best solutions in the world. This is NOT "analysis paralysis" but a clash of ideas in the marketplace of ideas where the best ideas WILL ultimately succeed. When the time for an idea has come, it is impossible to stop it because no alternate ideas can survive in front of it. 

Take "privacy"  or "human rights" or "abolition of death sentence" for example. Humans have no right to take away the right to life of another fellow human only to discover that we were not infallible and "death sentence" is not reversible and we have to give room for "human fallibility". That is the only irresistible reason for the abolition of the "death sentence"!

Remarking of the Supreme Court in his separate concurring opinion in Brown v. Allen, Justice Robert Jackson famously:

“We are not final because we are infallible, but we are infallible only because we are final."
